What does a governor do?

Planning and policy making: The governing body has the responsibility of helping the Head Teacher in planning and policy making and for advising the Head Teacher on producing the school improvement plan (SIP). Governors are expected to take decisions, determine the aims, ethos and priorities of the school, and should be involved in discussing and agreeing the priorities. In practice much of the nitty-gritty work of formulating the development plan is done by the Head Teacher and the SLT and then discussed with the governors.

Curriculum: It is the governors' responsibility to determine curricular policy in consultation with the Headteacher. In practice in maintained schools, this is restricted by central government directives, such as4the National Curriculum and by the LA’s curriculum statements. 144

Appointments: The governors are responsible for managing appointments. Although in maintained schools the LA remains the ultimate employer, drawing up advertisements, drafting job descriptions and person specifications and criteria for short listing have become the task of the Head Teacher and governors. Ensuring that the governors’ work within the rules is the responsibility of the Head Teacher.

Salary issues: The governors' personnel responsibilities include determining salary levels for all members of staff.

Personnel issues: The governors deal with personnel issues, but the day to day management of the staff is the responsibility of the Head Teacher. The governing body could be used as the adjudicator between the Head Teacher and the staff on personnel issues if necessary.

Finance: Governors are responsible for approving and monitoring the budget. A school’s financial management is now regulated by FMSiS. FMSiS provides clear guidelines for governors to follow.

Charging/premises: It is the governors' responsibility to determine the policy for charging for school activities and the use of the premises outside school hours. The Head Teacher implements the policies, oversees site inspections and reports to the governors. The premises sub-committee also has oversight of any building works being undertaken.

Resources: This is an area where governors can be very useful to the school because they can draw on a range of their contacts in the local area or through the head office of their business and mobilise resources or attract sponsorship for the school.
